MINNEAPOLIS (AP) — A winter storm moving through Minnesota is closing rural school districts and causing others to delay the start of classes. A wide swatch of Minnesota including Fergus Falls and Willmar in the west to Fairmont and Austin in the south is included in a winter storm warning. Forecasters say up to 8 inches to 13 inches are expected in some of those areas by tomorrow.
ST. PAUL, Minn. (AP) — A House tax committee votes today on a bill allowing taxpayers to deduct donations made by the end of February from their 2009 tax returns. It's similar to a federal law. The Haiti proposal is similar to a state law passed in 2005 to encourage donations to help victims of the 2004 Indian Ocean tsunami.
ST. PAUL, Minn. (AP) — A state lawmaker finishes National Guard training this week and is expected back at work soon. St. Paul Representative John Lesch is winding down his infantryman training at Georgia's Fort Benning. Terms of Lesch's enlistment are private.
MINNEAPOLIS (AP) — Taxpayers have a chance to learn more about long term plans for Minneapolis-St. Paul International Airport. The Metropolitan Airports Commission is hosting open houses on Tuesday and Thursday. Proposed updates to the long-term plan don't include additional runways, but they address projected needs for taxiway improvements and expansion of terminal and parking facilities.

FORT PIERRE, S.D. (AP) — Rural water is to start flowing in Fort Pierre today. Voters last November approved buying water from the West River-Lyman Jones Rural Water System. Officials the past three months have been getting the proper permits.
PIERRE, S.D. (AP) — The state Labor Department will use a $2.5 million federal stimulus grant to develop training programs for jobs in so-called green energy. Labor Secretary Pam Roberts says trained workers will be in demand as the state moves toward alternative energy.
PIERRE, S.D. (AP) — Funeral services are scheduled this morning at Holy Family Catholic Church in Mitchell for a South Dakota native who died when his Navy plane crashed in Louisiana's Lake Pontchartrain late last month. Gov. Mike Rounds is asking that flags in the state be flown at half-staff today in honor of Lt. Clinton Wermers.
CENTERVILLE, S.D. (AP) — The mother of a 3-month-old baby who was thrown from a van during a rollover crash on Interstate 29 in southeast South Dakota last week says she thinks it is a miracle her daughter survived. Trista Voagen says the only way to explain it is that someone was watching over the family.

FORT MADISON, Iowa (AP) — A 22-year-old Keokuk man is presumed dead after falling through the ice on the Mississippi River at Fort Madison. Police got a report that Ray Dean had fallen through the ice, but emergency crews couldn't find him during a search yesterday.
DES MOINES, Iowa (AP) — Another winter storm is heading toward Iowa. The National Weather Service has issued a winter storm warning for much of eastern Iowa. Up to 10 inches of snow is expected — along with strong winds.

IOWA CITY, Iowa (AP) — Authorities in Butler County have delayed the murder trial of a former football player accused of killing his high school coach. The judge cited a looming snowstorm in postponing the start of jury selection in Mark Becker's trial from today until Wednesday.
